Where Mumbai's PGs are, and who stays in them
Housing.com's guide to Mumbai PG areas looks mainly at the western suburbs, and gives a reason for each:
- Andheri: IT offices, metro and suburban rail links, and students of the Rajiv Gandhi Institute of Technology.
- Goregaon: close to Film City, so popular with people starting out in film and television.
- Malad: production houses, BPO offices and colleges.
- Kandivali and Borivali: redeveloped housing societies, and colleges such as the Thakur group in Kandivali.
- Powai: IIT Bombay, start-ups and government offices.
If your PG is a few flats in different societies rather than one building, the rent work is spread across several places, and some occupants may rarely see you. That is where a record of who paid, kept on your phone, saves the most time.

These are the newest area figures with a date that we found, and they are from December 2020, so treat them as a floor. The range depends on sharing, food and how close the PG is to the station. The same article's text gives Andheri a higher top end (₹30,000) than its table; we show the table.
The lease is the number that has moved most. ANAROCK's mid-2026 report gives these quoted rents for a 700 sq ft 2BHK, the kind of flat many PG owners lease and fill with beds:

Giving Mumbai Police your occupants' details
Mumbai Police issues orders that require anyone letting out a house, shop, lodge or hotel to give the police details of the people staying there. The May 2024 order, reported by the Free Press Journal, asked for the tenant's photograph, the details of family members, friends or co-workers living with them, their native place, the broker if there was one, and why they moved. Details could be given at the police station or on the Mumbai Police tenant information form.
- For a PG, that means each occupant, not just the person whose name is on the lease.
- The legal basis has changed name. That order was issued under section 144 of the old Criminal Procedure Code. Since July 2024 such orders are made under section 163 of the Bharatiya Nagarik Suraksha Sanhita, and in August 2026 Pune Police booked landlords and PG operators under section 223 of the Bharatiya Nyaya Sanhita for ignoring one. Orders are reissued from time to time, so check the current one with your police station.
- No NOC is needed. Mumbai Police says you inform it about a tenant; you do not need its permission to rent out a flat. Step-by-step help for the form is in our guide to tenant verification in Maharashtra.
Leave and licence agreements for Mumbai PGs
In Maharashtra a leave and licence agreement must be registered, whatever its length. Stamp duty is 0.25% of the licence fee for the term plus a notional amount on the refundable deposit, with a minimum of ₹100, and the registration fee in urban areas is ₹1,000. If you lease the flat yourself, check that your own agreement and the society's rules allow you to sublet it as a PG; a lawyer can confirm this.
