Tenant police verification in Maharashtra: the Mumbai Police tenant information form

By Giridhar Reddy, founder of Domvio, Bengaluru

In Maharashtra you inform the police about a tenant; you do not need their permission, and Mumbai Police says no police NOC is needed to rent out a flat or house. Inside Brihanmumbai, send the tenant's details on the Mumbai Police tenant information form, hand an application to the property's police station, or send it there by registered post.

Do you need a police NOC to rent out a flat in Mumbai?

No. The first line of the Mumbai Police tenant page states that a police NOC is not required for renting a flat or house. What the police want is information: who the tenant is, where they come from, where they work, and who can vouch for them.

Three ways to inform Mumbai Police, as listed on its tenant information page
RouteHow it works
OnlineFill the tenant information form. It covers only the Brihanmumbai Police Commissionerate.
At the police stationSubmit an application directly to the police station that covers the rented property.
Registered postSend the application to that same police station by registered post.

How to fill the Mumbai Police tenant form online

  1. Confirm the flat is in Brihanmumbai

Mumbai Police offers the online form only for properties within the Brihanmumbai Police Commissionerate. Outside it, see the section on other areas below.

  2. Enter your details as the owner

Choose the police station, upload your photo, and give your full name, mobile number, email and address. Mumbai Police notes that your address and the rented property's address should not be the same, so give the address where you live.

  3. Describe the rented property

Give its address with city, state and PIN code, and the start and end dates of the agreement.

  4. Add the tenant

Enter the tenant's name, photo and permanent address, the type and number of their identity proof, and any co-residents. Upload the ID proof.

  5. Add work details and two references

Give the tenant's mobile number, email, occupation and workplace address. Then name two people who know the tenant, with their phone numbers, and the agent's name and details if a broker was involved.

  6. Confirm with the OTP and submit

Tick the declaration. The OTP goes to the owner's mobile number, not the tenant's, so keep your phone with you when you submit.

Check every detail before you submit

Mumbai Police asks both landlord and tenant to make sure the information is true. It warns that giving false information to the police is a punishable offence, and that it will take legal action against the applicant or landlord if it finds a discrepancy.

Documents and details to collect from the tenant

Collect these before the tenant moves in. The list follows the sections of the Mumbai Police form.

Form sectionWhat to have ready
Property ownerYour photo, mobile number, email and home address
Rented propertyFull address with PIN code; agreement start and end dates
TenantPhoto; permanent address; one identity proof (Aadhaar, PAN, voter ID, ration card, driving licence or another document) with its number and a scanned copy; names of co-residents
WorkplaceTenant's mobile, email, occupation and office address
ReferencesNames and phone numbers of two people who know the tenant; the agent's name and details, if any

For a paper application at the station or by post, the same details are a sensible minimum. Ask the station whether it uses its own format.

Is there a fee, and how long does it take?

The Mumbai Police tenant page mentions no fee. It also does not say how long the police take, whether they visit, or what acknowledgement you receive after submitting. If you post the application, keep the registered post receipt as your proof of sending.

Outside Mumbai: Mira-Bhayandar, Vasai-Virar, Nandurbar and other areas

Each police commissionerate or district in Maharashtra runs its own tenant process. These are the two we checked:

  • Mira-Bhayandar, Vasai-Virar. The MBVV Police tenant form needs a login on the Maharashtra citizen portal. Police may ask the owner to visit the station.
  • Nandurbar. Nandurbar Police accepts tenant information online, in person or by registered post.

For any other city or district, look for a tenant information page on that police unit's official website, or ask the police station that covers the property.

Register the leave and licence agreement as well

Informing the police does not replace registration. In Maharashtra, section 55 of the Maharashtra Rent Control Act requires every leave and licence agreement to be registered, whatever its term. Our guide to leave and licence stamp duty in Maharashtra covers the duty and the registration fee, and our rent agreement format has a clause asking the tenant to cooperate with police verification.

Where to keep the tenant's ID and agreement

The tenant's KYC, lease and rent in one place

Domvio cannot submit tenant information to the police; use the Mumbai Police form or your station for that. Once the tenant moves in, Domvio keeps their KYC documents and the registered leave and licence agreement together with their rent history and the PDF receipts it sends on WhatsApp. See the rent collection app.
