Rent increase rules in Bangalore: how much per year, and what the law says

By Giridhar Reddy, founder of Domvio, Bengaluru

For most Bengaluru flats, no law caps yearly rent increases. The rent agreement decides it, and a 5% to 10% escalation on each renewal is common. The Karnataka Rent Act, 1999 covers only older, low-rent premises, and we found no official record of Karnataka adopting the Model Tenancy Act. Rules differ by state; this is not legal advice.

This is a sample for general information, not legal advice. Laws differ by state. It has not yet been reviewed by a lawyer. Have a lawyer examine it for your situation before you use or rely on it.

How much can rent increase per year in Bangalore?

There is no official percentage. What decides the increase is where you are in the tenancy and what the agreement says:

Who decides the rent increase, for a typical Bengaluru flat
SituationWhat decides the new rent
During the agreement, with an escalation clauseThe clause. If it says 5% after 11 months, that is the increase.
During the agreement, with no escalation clauseNothing changes. The agreed rent applies until the term ends.
At renewalWhatever you and the tenant agree. If you cannot agree, either side can decline to renew, following the notice terms in the agreement.
Older premises with a low rent that the Karnataka Rent Act coversThe Act's rules on agreed and standard rent. See the next section and ask a lawyer.

Escalation clauses of 5% to 10% per renewal are what most Bengaluru agreements carry. That is custom, not law. Whether a tenant accepts more depends on what similar homes nearby are listed for. We have not found an official index of Bengaluru rents to point to, so compare current listings for the same area, size and furnishing before you decide.

Why "5% per renewal" is more than 5% a year

Most Bengaluru rentals use 11-month agreements, so a "per renewal" increase comes every 11 months, not every 12. Over time it adds up to a little more than the headline figure:

₹25,000 flat, increase applied at each 11-month renewal (rounded to the rupee)
AgreementRent at 5% per renewalRent at 10% per renewal
First (months 1 to 11)₹25,000₹25,000
Second (months 12 to 22)₹26,250₹27,500
Third (months 23 to 33)₹27,563₹30,250
Fourth (months 34 to 44)₹28,941₹33,275
Works out to, per 12 monthsAbout 5.5%About 10.9%

If you want exactly 5% a year, write "5% every 12 months" and make the agreement run for 12 months, or agree a smaller figure per 11-month renewal. Our rent increase calculator works out the new rent, a multi-year table and a notice for any percentage.

Does the Karnataka Rent Act limit rent increases?

Only for the premises it covers, and most newer Bengaluru flats are not among them. Section 2(3) of the Karnataka Rent Act, 1999 lists premises the Act does not apply to (section text-the-karnataka-rent-act,-1999.html)). Two exclusions matter most for homes:

  • Newer buildings. Premises for 15 years from the completion of construction or substantial renovation (where at least 75% is built new) are left out, under section 2(3)(f).
  • Higher rents. Premises whose deemed rent when the Act came in, or whose standard rent, is above ₹3,500 a month in areas listed in Part A of the Act's First Schedule, or ₹2,000 a month elsewhere, are left out, under section 2(3)(e). The test is that deemed or standard rent, not today's market rent, so an old, long-running tenancy can still be covered.
  • Others. Government, co-operative society and religious or charitable institution property, and most non-residential premises, are also left out.

For premises the Act does cover, section 6 says the rent payable is the agreed rent, enhanced as set out in the Act's Third Schedule, or the standard rent fixed under section 7. Section 9 lets a landlord who makes improvements or structural changes raise the rent by up to 10% of their cost a year, and section 10 requires that notice to be in writing (section text-the-karnataka-rent-act,-1999.html)).

What we could not confirm

We could not read the Third Schedule, which sets how agreed and standard rent are enhanced, so we do not quote its rates. The Karnataka Rent (Amendment) Bill, 2025 replaces jail terms in the Act with money penalties; we found nothing in it about rent increases. If your building is old and the rent was fixed long ago, ask a lawyer whether the Act applies before you raise it.

Does the Model Tenancy Act apply in Bangalore?

Not as far as we can confirm. The Model Tenancy Act, 2021 is a template the Union Cabinet sent to states to adopt by passing their own law (PIB). It says the agreement should set out how and when rent is revised, and commentaries describe a three-month written notice for an increase where the agreement is silent (PRS summary).

  • Karnataka's revenue minister said in 2021 that the state was considering adopting it (Deccan Herald). We found no Act or Gazette notification that followed.
  • By July 2022, the government told Parliament that Andhra Pradesh, Tamil Nadu, Uttar Pradesh and Assam had revised their laws on its lines. Karnataka was not on that list (PIB).
  • Several property websites say a 2026 Karnataka law now follows the model Act. None we read cited a Gazette notification, so treat those claims as unconfirmed.

Even where it is not law, the model Act's approach is fair practice: put the revision in the agreement, and give about three months' written notice before a new rent starts.

How to raise the rent in Bangalore without losing a good tenant

  1. Check the agreement

Find the end date, any escalation clause and the notice period. If the agreement has a clause, follow it exactly.

  2. Check the market

Look at current listings for similar homes in the same area. A rent well above them risks an empty month, which on ₹25,000 costs more than a year of a 5% increase brings in.

  3. Give written notice two to three months before renewal

Send the new rent, the date it starts and a date to reply by. WhatsApp gives you both a dated record. The rent increase calculator writes the message with your numbers.

  4. Sign a fresh agreement

Put the new rent and start date in a new agreement on stamp paper. Our rent agreement format covers stamp duty and registration in Karnataka.

  5. Settle the deposit question

If the deposit was a number of months' rent, agree in writing whether it is topped up. See our security deposit rules in Bangalore.

Rent escalation clause: wording to copy

Writing the increase into the agreement settles it before anyone has to negotiate. Bengaluru agreements are usually leave and licence agreements, so the owner is the Licensor and the tenant the Licensee. Change the figures to suit you:

Rent escalation clause

Rent escalation clause (add to the rent agreement)

The monthly rent of ₹[amount] applies from [start date] to [end date].

On each renewal of this agreement, the monthly rent will increase by [5]% of the rent payable at the end of the previous term, unless the Licensor and the Licensee agree otherwise in writing.

The Licensor will give the Licensee at least [two] months' written notice (WhatsApp or email is acceptable) of the renewed rent before this agreement ends.

The rent will not be changed during the term of this agreement.

What if the tenant refuses the increase?

  • During the term, without a clause: the old rent stands until the agreement ends.
  • At renewal: talk first. A smaller increase for a tenant who pays on time is often worth more than the risk of a vacancy.
  • If you cannot agree: either side can decline to renew, giving the notice the agreement requires. Put it in writing.
  • Never cut water or electricity, change the locks or remove belongings to force a higher rent. If a tenant stays on without paying, read what to do when a tenant is not paying rent and speak to a lawyer.

Frequently asked questions

Is there a maximum rent increase per year in Bangalore?

Not for most flats. The agreement's escalation clause or what you agree at renewal decides it. The Karnataka Rent Act applies only to some older, low-rent premises.

What is the normal rent increase in Bangalore?

Escalation clauses of 5% to 10% per renewal are common practice. That is custom, not law. With 11-month agreements, 5% per renewal works out to about 5.5% a year.

How much notice must a landlord give before increasing rent in Bangalore?

Whatever the agreement says. If it is silent, two to three months' written notice before renewal is fair practice. The Model Tenancy Act is described as requiring three months, but we found no record of Karnataka adopting it.

Can a landlord increase rent before the agreement ends in Karnataka?

Only if the agreement allows it. Otherwise the agreed rent applies until the term ends.

Does the Model Tenancy Act apply in Karnataka?

As far as we can confirm, no. Karnataka said in 2021 that it was considering it, but we found no Act or Gazette notification adopting it. Check with a lawyer before relying on its rules.
