Tenant police verification in India: is it mandatory, and how to do it in your state

By Giridhar Reddy, founder of Domvio, Bengaluru

Tenant police verification means giving your local police the tenant's identity, address and photo so they can check them. In most states we cover, you register a tenant online on the state or city police portal; in Karnataka you still submit a paper form at the police station. Pick your state below for the portal, documents and steps.

Is police verification of tenants mandatory?

There is no single national law that makes it compulsory. City police forces issue their own orders or directions asking owners to report tenants, and these differ by city and change over time. Treat it as expected in any large Indian city, and check with your local police station for the order in force where your property is.

Why it is worth doing even where it is not enforced

Verification gives you a police-stamped record of who lives in your property. If anything goes wrong, from a crime to a tenant who disappears, you can show you took reasonable care.

How to do police verification of a tenant in Bangalore

The Karnataka State Police list of 20 police services offered online through Seva Sindhu (last updated May 2026) covers verification for domestic help, employers and marriage alliances, but not tenants (KSP). The KSP citizen portal also has no tenant option. Several websites describe an online tenant service in Bengaluru; we could not find one on any official portal. Until one appears, this is the route:

  1. Find your jurisdictional police station

This is the station that covers your property's address, not where you live. If you are not sure which one it is, ask at the nearest station or check the Bengaluru City Police website.

  2. Get the tenant information form

Ask at the station for the tenant or house-owner information form. Formats differ between stations, so use the one they give you.

  3. Collect the tenant's documents

Take self-attested copies of the tenant's photo ID and permanent address proof, and recent passport-size photos. The full list is below.

  4. Fill the form and attach copies

Fill in the owner's details, the tenant's details, the tenant's permanent and previous addresses, workplace or college, and every adult who will live in the property. Both of you sign.

  5. Submit and keep the acknowledgement

Hand it in at the station and ask for a stamped acknowledgement copy. Ask whether there is a fee. Keep the acknowledgement with your rent agreement.

If you are an NRI or live in another city, a family member or caretaker can usually submit the form for you with your ID copy and a signed authorisation. Confirm this with the station first.

Tenant verification form in Bangalore: what it asks for

Stations use different formats, but the tenant verification form in Bangalore usually asks for:

  • Owner's name, address, phone number and ID.
  • Address of the rented property and the date the tenant moved in.
  • Tenant's full name, father's or spouse's name, date of birth and phone number.
  • Tenant's permanent address and previous address.
  • Workplace or college, with address.
  • Names and ages of family members or others living with the tenant.
  • One or two references, and the tenant's photo.
  • Signatures of owner and tenant.

Police verification of a tenant online in Delhi

  1. Open the Delhi Police citizen services portal

On delhipolice.gov.in, choose "Domestic Help/Tenant Registration". It opens the citizen services portal.

  2. Create an account and log in

Sign up with your own details as the owner. Use the official portal only, not a third-party site that asks for the tenant's documents.

  3. Fill in the tenant registration form

Enter the owner's details, the tenant's details and addresses, and family members who will live with them. Upload the tenant's photo and ID as the form asks.

  4. Submit and save the acknowledgement

Note the registration number and save or print the acknowledgement. The local police station carries out the check.

Guides disagree on whether Delhi charges a fee for tenant registration. Check on the portal when you apply. Guides also describe an offline route, with a printed form handed in at the local police station; ask the station if you cannot apply online.

Documents needed for tenant police verification

FromDocuments
TenantPhoto ID (Aadhaar, passport, voter ID or driving licence); permanent address proof; two recent passport-size photos; office or college ID
Each adult living with the tenantPhoto ID and a photo
OwnerYour photo ID; proof that you own the property (sale deed, khata or property tax receipt); a copy of the signed rent agreement

For Aadhaar, you can ask for a masked copy that hides the first eight digits, which Aadhaar holders can download from UIDAI. Keep the copies safe and share them only with the police.

What if the tenant refuses police verification?

  • Put it in the agreement. Add a clause that the tenant will provide ID and cooperate with police verification. Our rent agreement format includes one.
  • Collect documents before you hand over keys. It is much harder to ask once someone has moved in.
  • Treat a refusal as a warning sign. A genuine tenant rarely objects to giving the police the same ID they gave you.
  • Report what you have. The duty to inform the police usually sits with the owner, so submit the details you already hold and tell the station the tenant refused.
  • Never lock a tenant out or cut supply. If a sitting tenant will not cooperate, take legal advice. Self-help eviction can expose you to criminal charges.

Police verification for PG occupants

Every PG occupant is a tenant for this purpose, even when they rent a single bed. Collect ID, a photo, permanent address and an emergency contact from each person at check-in, before they get a key.

  • Bengaluru. After a 2024 murder at a Koramangala PG, the city corporation set safety conditions for PG trade licences, including CCTV at entry and exit points (The News Minute). In September 2026 the Karnataka High Court directed that PG staff be police-verified and occupant records be kept up to date (LiveLaw). Police have also worked on an app for PG operators to share occupant details (Deccan Herald); ask your station whether it is in use.
  • Keep the records current. Note move-out dates as well as move-ins. Our PG notice period guide covers the move-out checklist.
  • One agreement per occupant. See our PG rental agreement format.

Keep the KYC with the tenant's rent records

Store tenant KYC next to rent and receipts

Domvio stores each tenant's lease and KYC documents in one place, beside their rent history and PDF receipts. It does not do police verification for you; follow the steps above for that. Bengaluru owners can read more on our property management app for Bangalore page, or see the rent collection app.
